State Requires ³All-In-One² Labor Law Posters
A recent change to the law, which established Civil Union status, Gender Identity and Gender Expression as being protected from discrimination, has caused a change in the New Jersey ³Discrimination in Places of Public Accommodation² and ³Discrimination in Employment² notices, required to be displayed by businesses in the State.
Therefore, the State of New Jersey now requires employers to post a revised ³All-In-One poster. Please call the National Grocers Association at (703) 516-0700 to purchase this poster.
Corzine Administration and Business Community Hosting Regional Economic Growth Forums
NJFC invites you to take advantage of an exclusive opportunity to participate in a session where Corzine Administration members will speak about the future of New Jersey and gather input from the business community. The State Chamber¹s Platform for Progress Coalition and Governor Corzine¹s Office of Economic Growth will host three forums this spring to provide the Administration with opportunities to speak directly with the business community about the Economic Growth Strategy for New Jersey.
The three town hall-style economic forums will also be a place where business people can engage state departments and authorities about their ideas for making New Jersey a better place to grow a business. We encourage you to attend so that your company is represented.

House Passes Union Card Check Bill
The United States House of Representatives has passed a federal Card Check bill that would eliminate private ballot elections when employees are choosing whether or not to join a labor union. NJFC opposes H.R.800 because it eliminates choice and subjects workers to potential intimidation from other employees.
NJFC has learned that the U.S. Senate intends to consider this proposal shortly and strongly encourages members to contact their Senators expressing their opposition to this anti-democratic legislation.
Daylight Savings Time Extended - State EBT System Ready!
In an effort to conserve energy, the federal Energy Policy Act of 2005 has extended Daylight Savings Time (DST) from March 11 to November 4. NJFC reminds members that computer software may need to be updated to ensure your systems are working on the correct time. For more information on how to update your software, please visit the Microsoft Daylight Saving Time Help and Support Center.
Also, ACS has taken steps to proactively address the DST issue. There is NO financial settlement impact to ACS customers.
ACS Approach to Address New DST Dates:
- All operating systems running EPPIC software will be patched with the new DST adjustment dates, prior to the new DST start date of March 11, 2007.
- All Java Virtual Machine (JVM) environments utilized by EPPIC will also be patched.
- Transaction date/time and settlement date of EBT transactions are calculated based on the date/time the EPPIC system sees these transactions arrive. They are not based on date/time of the device sending them. Therefore, even for transactions that arrive from devices with an incorrect date/time, there is no financial or settlement date impact because settlement date is calculated from the EPPIC system date/time.
- For EBT merchants that use ACS¹s Direct Connect POS devices:
The POS uses its internal clock for display on the main screen and for printing date/time on receipt headers.
- POS software version 1.02 and later supports automatically synchronizing the POS internal clock with EPPIC host each day. This happens either on the first message sent to EPPIC host for a calendar day, or on the first message sent after the POS is powered on.
- Version 1.02 and later also supports automatically adjusting the clock for DST, even if the POS has not yet had a chance to communicate with EPPIC and synchronize its time. For all POS versions prior to 2.03, the dates used for DST adjustment are the original DST start/end dates (first Sunday in April and last Sunday in October).
- POS version 1.00 does not have a time synchronization or auto DST feature. For retailers with this version (currently only in Maine and Iowa EBT), the new DST periods have no impact since the clock must still be manually adjusted as before to account for DST.
Potential Impact to Customer:
- For retailers using POS version 1.00 (Maine & Iowa EBT only), there is no impact as their POS clock has to be manually changed as before, just on a different set of DST start/end dates.
- For retailers using POS versions 1.02 through 2.02 (released prior to July 2006), the only impact is that the POS may display or print an incorrect time on one of the DST start/end dates (either original DST dates or new dates). However, this will only be the case until the POS next synchronizes with EPPIC, which happens automatically on the first transaction of each day or on the first transaction since it was powered up. For example, on March 11:
- If the first transaction of the day occurs between midnight and 2am, the time synchronization occurs before DST changeover and it will not synchronize for the rest of the day, so its internal clock will be incorrect. This will auto correct the following day (on the next time synchronization), or can be corrected immediately by powering the terminal off and back on, forcing it to synchronize on the next transaction (after which it will be correct).
- If the first transaction of the day occurs after 2am, then the synchronization occurs after DST starts, so the internal clock will be correct and no further action is necessary. This should be the case for most retailers and there will be no impact.
- For retailers using POS version 2.03 and higher (Oklahoma EBT and WIC-enabled POS¹s), there is no impact at all because these versions are already aware of the new DST start/end dates.
